Guidelines for Use of the TACID Center

The TACID Center

The TACID Center is a multi-purpose facility owned by the City of Tacoma and operated by the Tacoma Area Coalition of Individuals with Disabilities. The Center is located at 6315 South 19th Street, Tacoma, WA  98466.  The Center is a facility, which serves the diverse social, recreational, educational, and health needs of the disabled community.

The TACID Center contains several offices, a resource room, four meeting rooms, a kitchen, and a multi-purpose room. Under the terms agreed for use of the Center (Referendum 37), disability non-profit organizations receive first priority in reserving the facility, and can currently use it free of charge.; However, the community at large is welcome to schedule events and utilize the facility. The charges that apply to other groups and individuals are shown below.

General Guidelines

The TACID Center is available for use by public/private individuals and groups for meetings, receptions, dances, and other events contingent upon approval and in compliance with the policies stated herein. All meetings and other activities must take place between 8:00AM and 9:00PM.

TACID's office is open from 9AM-5PM Monday through Friday/excluding Holidays and certain other days (see attached). The Center may be booked for meetings from 8AM and on Saturday by arrangement if custodial arrangements can be made. Hours available may vary due to scheduled events. Reservations and cancellations MUST be made Monday through Friday between 9AM-5PM

Applications and Use Rules

Billing for public/private individuals and groups:

The rental payment is due 10 days prior to the scheduled date unless other arrangements have been made. When cancellation is necessary, 10 days notice is required to receive a full refund.

All individuals and groups using the facility for activities, which do not constitute a normal part of the Center's daily operations, must pay damage and cleaning deposit of $100. If the required damage/cleaning deposit is not received 10 days prior to the event, the reserved space requested will be denied. If a deposit is received but the room(s) is/are not canceled 10 days prior to the event, the deposit will be considered payment for the space use. Contingent upon the condition of the facility after use, the deposit will be returned within 15 days.

Billing/deposits by groups that are invoiced monthly are to submit payment 15 days from the invoice date. If the facility or room is reserved and not used or not canceled, the regular fee for the room will be charged.

Payment must be in the form of cash, check, or money order made payable to "TACID".

Checks returned due to NSF will be charged a $20 fee.

Categories:

Event applications will be reviewed and scheduled on a "first come, first served" basis in the following category priorities (1-4).

Category 1 - Disability non-profit organizations

Category 2 - Agency sponsored, other non-profit, or community benefit organizations and government agencies

Category 3 - Private individuals, non-commercial, recreational activities, dances, and parties.

Category 4 - Commercial or profit-making activities

Tobacco/Tobacco products:

THERE IS NO USE OF TOBACCO INSIDE THE TACID CENTER.

Alcoholic Beverages:

The use of alcoholic beverages in the TACID Center shall require prior written permission from the Executive Director. Organizations using the facility are responsible for obtaining a banquet/liquor permit as required by law. Please contact the Washington State Liquor Board. A copy of the license must be provided to TACID and place on file with the rental agreement at least 10 days prior to the event.

If alcohol is provided at the function, it is required that an off-duty police officer be on site. Payment for this officer is the responsibility of the building user. Contact the City of Tacoma Police Department for further assistance.

Chemical Sensitivity:

The Center is a fragrance free facility. To meet the needs of persons with chemical sensitivities, no one should use scented products in the Center.

Security:

TACID shall not provide or be responsible for security for events, exhibits, equipment or other articles within the facility or on premises. At all times, TACID management will take such action as it deems appropriate to ensure the safety of persons and property in the Center.

Individual or group items and/or equipment may only be stored in the center with the prior agreement of the Executive Director. TACID will not be responsible for the security of such items and/or equipment.

Building users should remember to lock cars and storage areas. TACID will not be responsible for lost or stolen property in its building or on its grounds.

It is expected that all users be responsible for leaving the facility as clean as they found it. This includes any use of the kitchen.

TACID and/or the City of Tacoma shall not be held liable for damages, accidents, and infractions, which occur pursuant to applicant's use of the facility.

Building users assume responsibility for compliance with these policies and for all damages resulting from their use of the facility.

Any matters not covered by these rules and guidelines will be left to the discretion of TACID's Executive Director.

All category 1 groups (non-profit disability organizations) currently have use of the facility at no charge. However, donations are welcome! Proposed 2006 charges for other categories are as follows:

**The TACID Center may be dedicated to a single function for reasons of privacy. Only the facilities shown above, the kitchen and the restrooms may be used.

Setting up of Multi-Purpose Room:

If you plan to use the Multi-Purpose Room please include any request for setting up by drawing a diagram showing the lay-out, number of tables and chairs you require.

Audio Equipment:

TACID has a sound amplification system for use in the Center. It is available for groups to use subject to following conditions

The system should be requested at least 2 weeks in advance of any event.

A refundable, advance deposit of $50.00 cash is required due to the expense, various removable parts and fragility of the system. The deposit will returned after the system is returned in good working order the office or staff person on site at the end of the event.

A staff member trained in the use of the system will need to train an individual of the group in the set up and how to operate the system prior to its use by the group.

Food Preparation and Storage:

The TACID kitchen does not have facilities for the full preparation of meals. Already prepared food can be heated up, but meals cannot be prepared and cooked in the kitchen due to food hygiene regulations. Also there is no longer a dishwasher in the kitchen. All washing up must be done by hand or taken back home to do. Groups and individuals are responsible for providing and removing their own dishes etc. and for leaving the kitchen clean and tidy.

Cancellations:

Cancellations must be notified at least 24 hours in advance. Please fill out our Cancellation Form (PDF) and mail or fax to: (253) 565-5578. A $25.00 fee may be charged to groups who fail to notify TACID of a cancellation. This will be applied at the discretion of the Executive Director.
